Yes, outright, and the repository is transferred to your account at handover. There is no licence, no per-seat fee and no platform of ours you have to keep paying for to keep your own software running.
A marketing site starts in the low tens of thousands of rupees. A web app or SaaS build is quoted per scope once we understand it. The number is fixed in writing before work starts and does not move unless you change the scope — in which case you approve the change first.
